What is GamStop? GamStop is the UK's national online self-exclusion scheme. The inability to shorten a GamStop exclusion is a deliberate design choice and, on balance, a correct one — the evidence base for cooling-off periods in problem gambling intervention is reasonably strong. The legitimate grievance is perhaps that the system lacks a formal review mechanism for people who registered in circumstances that do not reflect a genuine compulsive gambling problem, but that is an argument for policy refinement rather than for circumventing the scheme via offshore operators.

Sky Bet, Sky Vegas, Bet365, William Hill — all UKGC operators, all enforce GamStop. MadCasino, Goldenbet, MyStake, Kingdom Casino — all offshore, none enforce GamStop. That's basically the line.
